Yes, provided you take your antihypertensive medications regularly and also on the day of surgery. The preop BP required should be lesser than 140/90 mm Hg.

Yes, if your blood pressure is normal, especially when you are going to get your hair transplant done by taking time from a doctor, it is more important to keep your blood pressure right i.e. normal for a week before and a week after the transplant. you should go for hair transplant only after consulting your physician.
