Is growth post-surgery normal for diabetic type 2 patients?

My husband is a diabetic type 2 patient and he undergo corn infection surgery and now there is some growth and would like and answer before going to the emergency

My father is suffering from scrotum enlarged issue . So suddenly we have admitted him in tata main hospital but after some test (x ray . sonography of scrotum, ultrasound of abdominal, eco , ) he found scrotum wall cellulitis issue and giving him medicine and antibiotics for cellulitis infection . But still it's been 5 days we have not found any improvement of my father health .
