You can start with topical medications suggested by dermatologist before opting for laser, and if laser doesn't work then there's chemical peel, dermabrasion, and microdermabrasion. Laser like any other treatment will have its own side effects, such as, it can leave your skin itchy, red, and swollen, can cause undesired changes in skin color if not handled properly, and can also lead to scarring & infection. If the rash is occurring on cheek in 3-4 months old child is most probably due to atopic dermatitis which is dry irritated skin condition resulting in itching and oozy skin. I would like to start by recommending a daily skincare routine for the problems you are facing. Start with Oil control cleansers with AHA's or BHA's to clear the oil and dirt from your face 2-4 times a day. Use a Vit C serum or day serum in the morning if you are at home and you can add sunscreen on top if you are going to go out and will get exposed to sunlight. Evening, after wash use a toner to neutralize and calm your skin. Before bed, use a coat of moisturizer and additional retinol-based anti-aging serum to finish.
