With right amount of Physiotherapy rehabilitation exercises post surgery one can run and function just like before the ACL tear.
The cost would be the domain for the  orthopedic surgeon and the hospital where one gets operated to comment on.

My brother is 23 years old and he suffered from covid before 9 months and he had pain in hip joint and legs so we did mri and the reports said AVN in hip joint 2-3 stage so they suggested surgery to drill in bone to start the blood flow as before . I want to know the percentage of success and how operation will take place

As a Physiotherapist one can apply ultrasound and muscle stimulation to lessen the pain first.
then proceed to hip mobility exercises to improve movement

Hip pain or inabily to walk properly could mean Avascular necrosis.
patient needs to consult an orthopedic surgeon to rule that out.
Also postural alignment should be check with xray spine to see if patient is having any spinal  deformity such as scoliosis.
