Hi , I am 20 years old . I got a second degree burn on my finger four days ago and I have a burn blister no larger than my finger nail . I have a exam coming up soon and the blister affects my ability to write. Can I pop it and cleanse the area while applying a bandage?

No I won't recommend you do that as it can increase the infection. You can just let it recover on its own or use a sterile bandage to protect the blister and reduce friction. If the it bursts on its own, gently clean the area with mild soap and water, apply an antibiotic ointment, and cover it with a sterile bandage.
