I am 74 years old. I have red rash (lines) on lower legs for 2 weeks. It is not drying up. What can be the reason.

There are many reasons for a persistent red rash. It could be due to contact dermatitis, venous insufficiency, cellulitis, or allergic reactions. See a dermat to get a proper diagnosis and treatment.
