Why is my neck and chest sweating with rash?

I'm female just turned 40 For 3 months now my neck and chest has been sweating like crazy, I have an angry itchy red rash all over my neck and chest also. I did have a blood test. I have high cholesterol and high glucose. I also have numbness and sometimes pins and needles in my feet.
