Medication: if it's some hormonal disorder or genetic predisposition.
One treatment which doesn't require prescription, and what we can suggest is - Minoxidil: which comes in liquid, foam and shampoo forms, same is to be applied on the scalp skin once everyday for women and twice regularly for men. It might take a few months for you to be able to tell whether the treatment is working or not, and if it does then you can continue using the medicine to retain benefits. Possible side effects however include scalp irritation and unwanted hair growth on the adjacent skin of the face as well as hands.

Hair transplant surgery: While undergoing this procedure, a dermatologist or cosmetic surgeon removes hair from that part of your head which has hair and transplants it to a balding region. Each patch of hair has one, few, or several hair strands. Sometimes a larger strip of skin containing multiple hair groupings is taken. You won't be hospitalized for this, but it is painful so you'll be given a sedation medicine. Possible risks you may run into bleeding, bruising, swelling and infection. You may need more than one surgery to get the desired effect. But if you hair loss was hereditary, then it will eventually progress despite this surgery.

Laser therapy: Not researched extensively but some studies have claimed that it can be beneficial.
Lifestyle fixes: such as shampoo/conditioner/oil with those ingredients which are specific to your hair and skin type, or diet changes and exercise schedule will be planned, or may be some effective hair spray.

Hi Muskan... Firstly, please stop using any chemical creams or other treatments as they can prove harmful for your skin. Instead, try going for moisturizers to keep your skin hydrated and use natural ingredients like honey, turmeric etc. to lighten your skin. I also advise you to apply sunscreen when going out. This treatment wouldn't require you to hospitalize yourself, but it will take hours and need multiple sessions too. The cost of hair transplant ranges from Rs. 25 to Rs. 45 per graft, which is inclusive of tax as well. And each graft will consist approximately 1 to 3 hair follicles. Dermatologist will decide how many grafts are necessary, but based on that the cost of hair transplant will vary and may go up to Rs. 25,000 to Rs. 1,00,000 and tax for 1000 grafts.
So for 3,500 grafts, it should cost you rs 87,500 in the minimal.
Hair transplant is supposed to be permanent, but with genetic balding disorder you may not get permanent results. Has the red eye problem been prevalent since the last summer? Or was it there last summer but went away and returned this year again?
If the answer to my former question is yes, then you need to show your son to a doctor as soon as possible. But, if the answer to my latter question is yes, while that to the first question is no, then there are some things that you can still consider.
Red eye isn't necessarily a serious matter, but if your son matches any of the criteria mentioned below, then it might be cause of worry:

Prescription creams, ointments, or gels: They are effective for scars that are caused by cuts, injuries or wounds. Often times, treatments can include steroids or certain oral antihistamines for scars which particularly cause itching and are sensitive. • Cirrhosis is a late stage of liver scarring (fibrosis) induced by a variety of liver disorders and conditions, including hepatitis and persistent drinking. When your liver is damaged, whether through illness, excessive alcohol intake, or another cause, it attempts to restore itself. Scar tissue arises as a result of the procedure.

• It causes scar tissue to grow, making it harder for the liver to function (decompensated cirrhosis) and is considered to be potentially fatal by nature. The liver damage is often irreversible. However, if detected early and the underlying cause is addressed, additional damage can be reduced and, in rare cases, reversed.

• It often has no signs or symptoms until liver damage is extensive.

• On damage the following signs/symptoms can be seen  - Fatigue , easy bleeding/bruising , Loss of appetite, Nausea, pedal/ankle odema, Weight loss, Itchy skin, Yellow coloured eyes and skin, ascites(fluid accumulation in abdomen), spiderlike blood vessels, redness of palms, absence/loss of periods (not related to menopause), libido and gynecomastia(breast growth in males)/testicular atrophy, Confusion, sleepiness, and slurred speech (hepatic encephalopathy)

• Usually, the total bilirubin test shows 1.2 mg/dL for adults and 1 mg/dL for children under the age of 18. The normal value for direct bilirubin is 0.3 mg/dL.

• Normal findings may differ somewhat between men and women, and results may be influenced by particular diets, drugs, or severe activity. Bilirubin levels that are lower than normal are typically not a cause for worry. Elevated levels might be a sign of liver injury or illness.

• Higher-than-normal amounts of direct bilirubin in your blood may suggest that your liver isn't adequately removing bilirubin. Elevated indirect bilirubin levels may signal other issues.

• Gilbert's syndrome, a lack in an enzyme that aids in the breakdown of bilirubin, is a frequent and innocuous cause of high bilirubin. Further tests may be ordered by your doctor to explore your situation. Bilirubin test results can also be used to track the evolution of specific illnesses like jaundice.

• Further laboratory investigations such as AST(aspartate aminotransferase), ALT(alanine transaminase), ALP(alkaline phosphatase) and GGT(gamma-glutamyl transpeptidase); Total Albumin, Lactic Dehydrogenase, Alpha protein, 5’nucleotide, mitochondrial antibody and PTT levels need to be determined and procedures such as CT scan, MRI (for liver tissue damage) and biopsy (in case of chance of any cancerous growth) need to be performed.

Chemical peel: a solution comprising certain acids which can be beneficial for your skin, and is applied to your skin to peel off later on.
