You have a congenital problem in which one of your eyes, the right one, has not developed fully. This can result in visual impairment or even blindness in that eye. Regrettably, in your case where the cornea and optic nerve have not developed, no treatment can bring back vision. Nevertheless, some cosmetic options like colored contact lenses or prosthetic eyes can enhance the look of your eye and make it more similar to your other eye. 

If your eyes are burning, dry, or red, these could be signs of allergies, infection, or overuse. Before you try any treatment at home, do not forget to see a doctor to get the correct diagnosis. They can examine your condition and give you the right medication or prescribe eye drops. Keeping your eyes clean, reducing screen time, and getting enough sleep are also beneficial. 

It is likely that the puffiness around your eyes can be age related.  But certain medial conditions can also cause puffiness such as thyroid problem, allergies etc. Please consult a doctor if the puffiness worsens or does not go away.

Based on your symptoms, it is evident that there might have been some error. Problems like white clouds, black spots, up-down visibility, etc. are not normal. Probable reasons for this include surgical error or corneal deformity. Initially, conduct a blood test and an eye check to get the full picture. Then, suitable treatment can be carried out.
