What skin disease does my mother have and how to treat it?

My mother has a skin disease. I want to know what type of disease it is and what is its treatment.

It sounds as if your mother has eczema. Eczema can make the skin itchy, red, and inflamed. It can be due to dry skin, irritants, or allergies. To alleviate eczema, moisturize the skin, avoid strong soaps, and use the prescribed creams from the dermatologist. In some cases, the doctor may suggest antihistamines to mitigate itching.
