What if I took levonorgestrel and no withdrawal bleeding?

If I take levenogestrel on 12th day of my cycle and it's been 13 days since I have it and I don't have withdrawal bleeding what does that mean . It's means that pill doesn't work?

Sir, my girlfriend last period date is 29th oct 2023( period cycle is 28days ). We had a sex on 5th November with protection but suddenly i noticed that my Condom broken . But I feel that I didn't cum inside the vegina.
